!!!! Oppose House Bill 1213 !!!!

tl_files/sasd/userfiles/frontpage/dollar_sign.jpegLast week the House Commerce Committee approved House Bill 1213 (Rep. Kampf, R-Chester), legislation that prohibits taxing bodies to seek appeals of under-assessed properties, only allowing appeals to be sought under very limited circumstances. Further, it allows the taxed person to request the dismissal of an appeal and the taxing body has the burden to prove that the reassessment is justified. HB 1213 will now move to the full House for further consideration.

While described as a way to protect senior citizens and low-income families from losing their homes, the bill has far greater implications. In truth, the issue is being introduced in many states by owners of large apartment complexes and “big box” commercial properties who believe they are over-assessed. They want to create a loophole enabling them to more easily and successfully challenge their assessments and pay significantly lower property taxes. If this wasn’t clear in previous versions of the legislative proposal, it is obvious now with this latest attempt.
